About
Georgia's Customs System Looks Simple. The Details Decide What You Pay.
On paper, importing into Georgia is straightforward: low tariffs, a flat 18% VAT, a fast electronic system. In practice, the details are where shipments get stuck and money gets lost.
The wrong HS code, a missing certificate of origin, an underestimated excise charge, or an overlooked permit can turn a routine clearance into days of delay and unexpected cost.
Before your goods move, you need clear answers to:
Which HS code applies to my goods, and what will I actually pay in duty and VAT?
Do my goods qualify for 0% tariff under the EU DCFTA or another free-trade agreement?
My cargo is sitting at Poti and storage is adding up. How fast can it be released?
What permits or certificates does this product need?
How much excise will the car I'm importing really cost?
A customs broker answers these before your goods move, not after they're stuck at the border.

Who We Are

David Sisvadze
Tbilisi Expat COO · Import Manager & Customs Specialist
13+ years in customs & import · 6 years inside the Revenue Service of Georgia · 7 years leading private-sector imports
David brings over 13 years of experience across customs, import operations, export processes, and cross-border logistics. He spent six years inside the Revenue Service of Georgia, followed by seven years managing private-sector import operations for businesses operating in Georgia.
This gives him a rare understanding of both sides of the border: how customs authorities classify goods, review documentation, assess compliance, and apply regulations, as well as how businesses can prepare shipments properly to avoid delays, penalties, and unnecessary complications.
At Tbilisi Expat, David oversees day-to-day operations while also handling customs procedures, import and export documentation, product classification, and communication with the relevant authorities. His role is to keep complex operational and regulatory processes clear, predictable, and manageable for foreign-owned businesses, investors, and individuals relocating to Georgia.
